Default Slow to rev in neutral

Ive been through the ringer w my c240 6 cyl manual 2003 w 100,000 miles on it lately. I was having power drain issues, which ended in a vanity mirror replacement. Then the day after I had the old miss fires and cylinder shutdown. That amounted in spark plugs, wires, and a new fuel injector. Then the day after that I had to replace the seat control modules due to power drain. Needless to say I'm hoping to get back some good driving now that my savings is gone lol. But now I have 2 more problems, and I'm getting worried again.

1.) engine revs slow and steady regardless of trying to gas it. This is true of it being in neutral or in gear(6 speed). As a result acceleration is sluggish as well.

2.) there is an ticking noise coming from driver side engine compartment that I will hear only every 5th or 6th driving period. It seems to be below the ESP which seems to be the mid front of engine. I could be wrong on that though. I can't seem to get the mechanic around when it happens. I had the ESP and it is fine.

I'm hoping I can do this work myself, but don't have any experience with German cars. Any recommendations to causes and solutions are greatly appreciated, thank you.

I'm not attempting to rev it beyond 5,000 rpm (below red line). I cannot get it above around 3,000 rpms for merging onto highways, for about 10 secs or so. This same result occurs when the car is in neutral and I attempt to rev the engine.
