Well, that makes sense. It's NOT against any law. Our "free" enterprise system merely made an adjustment.
Yeah ... I do like how they did a little "adjustment" to get by the issue.

With the dealers in the area getting ~130 per hour labor rates someone has got to save the people ! LOL

i'm ready to distribute my:

WIS - workshop information system
EPC - electronic parts catalog
STARFINDER - to find the exact location of any components, connectors, etc in your car.

i wonder where i can upload those 6gigabyte+6gigabyte files.
they can upload it via FTP from my computer but it will kill my bandwidth.

any suggestions?

What was happening is that in some states people were getting their codes reset by an auto parts place and then immediately getting it inspected at an inspection shop and the problem was never repaired.
I live in South Carolina and the federal government started telling the state that they had to check this and that and South Carolina has always been real independant when it came to states rights so South Carolina just said that we will not inspect anything so we don't!

How do your reset the codes after you replace the sensors?

The elegant way, the proper way, is to use an OBDII scan tool. Us ordinary folks usually can't afford such a tool.

The AutoZone scan tool probably can do a reset. There's a CA resident who says AutoZone will let you use one of their OBDII scan tools for a fully returnable deposit.

If all else fails, you can disconnect your battery. Disconnect both cables and touch them together for about 30 seconds, then reconnect. You'll have to resync your key and enter your radio security code.
