E-500 fule fill problem

E-500 fule fill problem
I have a 2004 e-500 wagon that is not letting fuel get into the filler neck when refueling. It takes 5 minutes + to fill the car and the flow rate has to be a trickle otherwise it overflows. Any one have a solution to the problem?
How do you gain aaccess to the filer neck to take a look?
