Default auxiliary cooling fan problem

the auxiliary cooling fans on my 98 e320 aren't at high speed when engine is hot and ac is on. i've replaced the fan control module and still have a problem.when i disconnect connector at fan i get over 12 volts but when i pug in the fan the voltage drops below 4 volts.i tried another fan thinking it is shorted but the other fan does the same.i checked the wiring from fan module to fan and they are good and also from the S.A.M.(signal actuatingmodule) in driver side fuse/relay box tothe fan module are also good.could the S.A.M. be the problem.with my original fan control module my fans stopped working altogether 0 volts and now i get the correct voltage but it drops when the fan is plugged in.has anyone had this problem?
