1991 190e fuel gauge gone crazy

morning everyone. hope you can help me out. first my fuel gauge needle goes up and down while car is running...floater? also,when i bought my ccar the seller said that he jimmy rigged something to make my ac work, and by doing that i would not havea heater available...any ideas what he might have done? its 36degrees out and im freezing. there is a red wire connected to a fuse #21 or 20 that runs somewhere by the intake... but i dont want to remove anything till i know i wont blow up the car. also, my car was broken into...sad over $4k stolen in art stuff, plus stereo. dont know what they did, but now i can only lock my doors at the drivers door and trunk and only unlock at the trunk...vacume locks i thought werre all connected..ideas?
