Default 1990 E190 battery overcharging

I just bought a 1990 E190 2.6. It runs pretty good, only problem is that the battery overcharges to about 16.5 volts. This is why the last owner let it sit for about 6 months before I bought it. Anyone have any ideas?

im gonna go with voltage regulator, because i just put a new battery in it, and the alternator is around a year old. I ordered one last night. Anyone know where the voltage regulator is on the E190? Ive searched a little, but came up with nothing.
