Reamed and Installed new glow plugs and wires. Changed the fuse, still won't start. Any ideas?

 

The weathers cold, I'd check compression. I guess while the glow plugs were out you could have checked compression so you could eliminate that from your diagnostic procedure.
Anyway what I'd check at this point.

With a test light, do you get power to all glow plugs?
How long does it take for the glow plug lamp to go out?
Crack an injector line loose and see if you're getting fuel.
If those are good, get out your compression guage.
Have you verified engine/valve/injection pump timing?
