EMP closer than you think
There was something on TV a few months ago about a small company testing a EMP device that would be used to stop runaway drivers. The idea is to short out the electrical system so the car could be stopped & the perp arrested without high-speed chases.
The system was relatively small, maybe the size of a large steamer trunk. It had two electrodes that stuck out into the roadway. When these two electrodes contacted the metal body of a vehicle, it shot mega-volts through the car & shorted out the electronics. They did a demo on a S-10 Blazer & it fried the electronics. Car stopped, perp arrested (in theory, of course).
While this is not EMP as we think of it, it is something law enforcement may soon be using.
In one of the older MB's it's doubtful this would work, especially since most systems in a MB are vacuum operated. Might fry the radio & gauages, but won't stop the engine.
Maybe this is what the OP was talking about......

There are a number of patents already for an "auto-tazer" type device. Go to Google patents and check them out. It's interesting reading.
