Default High Beam indicator

My son recently purchased a well used 300D Turbo. Getting it safety inspected and the high beam indicator on the dash is not coming on when the lights are on and the high beams are switched on and off.

I assumed it's just the bulb out as all the other indicators on the dash light up for a brief period of time when the motor is starting with the key. Is this a valid assumption? Does the high beam light get tested at start-up?

If it does then I probably have a bad bulb and will attempt to pull the dash and replace it. Any tricks to this procedure?

BTW - After this fix then it's on to the emergency brakes not holding. I'll post a new topic for that question!

OK so I pulled the dash this evening. I found the culprit I think. The flying wire that goes to the bulb was taped off behind the dash and the bulb and funky looking plastic base was broken. It's obviously been removed before and the PO taped this off. Now the trick is to find some of those little bulbs. I can probably upgrade the back lighting to LED's while I am at it. Any good source for these parts?

Update. This car had been worked on in the past and the flying wire I thought was for the high beam was for the radio instead (an aftermarket one is in there now). The high beam indicator was removed and a new twist in type bulb fixed the issue.
