Default Brakes General question

CM and FI you guys seem to be very dialed in on these forums,
My "new" 76 240 D has disks all around the pads are in good shape but the pedal feels very stiff and it doesnt stop well, no pulling or chattering , no cavitation is this just the general SOP for these or could it be something else?
Anythoughts on nonOEMmastercylinders My goal with the car is to put as little money into it as possible but still have a safe, efficent, well running machine.
I plan on bleeding all the lines, (initial inspection the line and pads all look good)the master cylinder doesnt feel like its leaking (no fluid evidentor loss) the pedal sinks just a little bitat firstbut doesnt go all the way downlike a typical bad MS, could it be the vacum pump? The car sat for many years I know brake fluid draws water, and water doesnt compress well, could this cause an overly stiff pedal with little stoping power?
Thanks Much.
