Volvo cheats the US?

Lately, I have seen many Volvos on the road with rear "license plate well" not tall enough to hold standard US license plate. Have you seen?
As an average US driver, I know that US license plates are 12"x6". You would think Volvo engineers would pay attention. Or they don't care about the US market? Then, don't sell any car here. Now some of the Volvos sold in the US cannot hold US license plates. They will only hold horizontally-wide European plates.
( For those who don't know what I am talking about: some new Volvos cannot accomodate standard US license plate in the back. As a result, the bottom two inches of the plate will stick out beyond the DEPRESSED/RECESSED rectangle designed to hold the license plate. )
