Actually you got 'Libya' spelled right (what most people spell wrong) but 'Mo' ?
His first name is Muammar and I cannot find any 'o' in it ;-)
Actually even his last name you find spelled different: Gaddafi, Qadhafi, Gathathi, Kaddafi
But on the other hand: WHO CARES ?
PS: Actually he promoted himself already 1969 to the Colonel rank; maybe he forgot to continue

Actually, I meant to spell the first name as Moe. As far as the last name, GaDaffy. Get it? Daffy? As in crazy, insane, cuckoo, banannas, etc.
I know how to spell Libya, you soggy cornflake. The Libya's Mo, or Mo's Libya thing is a satirical reference to Daffy owning and controlling Libya for his own personal gain. The correct answer is "Mo's Libya," not whether I spelled Libya correctly. Hence, we go back to the original joke question of why didn't Moe promote himself to general? I would have accepted "Because he didn't have to, you lugnut. It's Mo's Libya" as the perfect response.
When Reagan was president and Muammar (or whatever the correct spelling is) were in the news together, I would talk about "MoMar and MoRon" in the same sentence. Do I need to break this one down and explain it all to you, too?
