Bush wants a Line Item Veto that might as well give him and all presidents totalitarian control over the government. To bad this is already been ruled unconstitutional.

ALL politicians wink or wave at someone in the audience. Sometimes at a real person, sometimes not, but they always do. It's a style point that portends personability. Watch any politician in front of any audience and they'll do the same.

The purpose of the line item veto is to curb pork barrel spending by Congress. Nearly all states already use it. President Clinton used it many times (over 80) before it was ruled unconstitutional. I think a new version can be written so it doesn't conflict with that ruling, that stated vetoing portions of a bill were unconstitutional.

The line item veto is meant to delete from legislation such things as monuments to oneself, construction projects that benefit very few, studies like the mating habits of fruit flies, etc. that are added to unrelated bills that need to passed, like defense bills, government budgets, etc. It would effectively cut the legs off of congressmen who spend taxpayer funds irresponsibly and for their own political gain (to buy votes). That's why there's resistance. What would congressmen do if they couldn't take your money and spend it on useless crap in their own state?

Most things are created and or made with good intentions. Rarely is it put to the intended use.
