RE: Do Not Call List For Cell Phones
Registering your cell number should stop text messages if they are telemarketing massages.
The Do Not Call registration won't stop non-profits from calling or sending text messages, unfortunately.

Hopefully, you never will.
Yesterday, telemarketers got access to anyone's cell phone number who is not on the Do Not Call List. They may or may not have yours right now. I guess they'll need a day or two to upload the databases then the calling will start.
Even if you registered today, there's a 31-day delay in activation. I'd register.

As far as I can tell, a text message is the same as a voice message for purposes of the registry, as I stated above. The cell numbers are available to the public. You should enter your cell number into the registry to prevent the messages.
Your broadband provider should stop spam. I'd change providers if they subject you to that garbage.
There's an existing law I just learned about. The FTC prohibits the use of mass dialers to call cell phone numbers. I'm not sure if or when telemarketers may get around this.
