Default Fuel Leak (Fuel Vent Problem?)

A few months ago, I fueled the car up to full (no top-off). The next time I was fueling, it was hot outside and as I opened the fuel cap gas came bubbling out of the cap and onto the floor!

Lately I've started to get a fuel smell in the car. It doesn't seem to leak when the tank is below 1/4 and if I've recently released pressure in the tank by opening the gas cap. Each time I open the cap, a decent amount of pressure releases (more than a quick pop of pressure I'm used to).

Is this a vent problem? Gas is pouring out from what looks to be the fuel filter area any time I don't vent the tank prior to driving. I'm planning on throwing the car on jacks this weekend to look into the filter.

Does anybody have instructions on checking the tank vent system? I really suspect that might be the source of my problem.
