210 -606TD problems.

I got my car overhauled @63000 kms on the clock, its a 1998, W210.. E 300TD (606)... it was cuz my water pump broke which cooked the rings... so there was lots of blow by from the engine....
Got the rings changed, cylinder liners installed and headgasket and other usual stuff.
Now, 17000 kms after overhauling.. in summers, my cars temperature goes to 95 Deg. max when im pushing it to the max. with air con on..in summers (outside tempoerature reaches about 45 deg. in my area, where as in winters coolant temp would not cross 80 Deg. so this hike in temperature.. is it normal, or is my car actually overheating and i should be worried about it??
And it is giving out little blow by as well... is that normal?? cuz my mech. said its normal for these engines.. is it cuz i switched to synthetic oil after 1000 kms after overhauling... cuz i heard synthetic oil should not be used after overhauling untill about 10,000 kms cuz thats how long diesels take to break in.
Should i get a compression test done?? (What should be the figures be for a fit/new 606 TD engine?)
2nd question..my cars turbo doesnt work sometimes... like when i start my car and drive off.. the turbo doesnt work and i get stupid pick up, so i have to stop the car, switch it off, remove the key and then start again to make the turbo work..
3rd problem.. My cars a/c compressor doesnt switch on untill i increase the airflow to the Max. and then to where ever i want it to be... the system is not low on gas and the cooling is excellent.. but it doesnt work untill i dont maximise the airflow.
If any one cant help me out with these things?
