1996 E320 ECU Problem

Howdy folks,
so I disconnected the battery over a year ago for something. I went to emissions after that and all the readiness monitors were "Not Ready". I got the specific cycle instructions but the problem persists. There were no codes and no driving issues at all. I ended up getting a waiver last year, drove the car a few thousand miles and went through emissions again this year and it's still saying Not Ready. I read somewhere that the ECU tends to do that on these cars. my questions are:
- Is there a Fix?
- Do I have to replace the ECU?
- If I replace it, how do I marry the new ECU to the car?
- If not, can I get a permanent waiver for the car here in Tennessee?
