Does anyone know how to activate the Throttle Body actuator on 1993 300E 2.8 engine please?

It does not work if you try to adopt .. like turn the keay in ON position but not crank the engine ... for like a minute and then hit it.

The guy who remanufactured my old TBA says that some tool is needed... does anyone know what he's talking about?
