No, the headlamps do not include bulbs including xenons.

You said "DEPO projector headlamps in black housing for $379.99." Are these OEM or aftermarket? Are they highbeam bi-xenon HIDs too?

It's not OEM. They are made by DEPO. ALL bulbs are halogen. If you want HID, you'd need to get HID kit.

So, If I purchase the DEPO projection headlamps and the xenon bulbs w/ ballasts, they will look like the OEM Bixenon? Also, will the fact that they are non autoleveling affect the way they operate? Thanks.

Yes, it will LOOK like it. The quality between DEPO and OEM will not be the same. That's why there is big price tag difference. Do you have any affect on driving the car with current headlamps?

Can you tell me what some of the differences are between the oem and the DEPO? I have aftermarket ballasts and xenon bulbs. I like the way they light up, so I would like to keep them, but I think the projectors make the car look better as far aesthetics are concerned

DEPO is knockoff version of OEM bi-xenons. Once installed, they both LOOK the same.
However, OEM version is far superior in terms of build quality and beam pattern - and that is why there is such a huge price difference between the two.

K1MOTORSPORT, what bulbs would you recommend for a nice look for a 2006 black C Class, if I were to buy those black housing DEPOs?
I see on your website all kinds of bulbs and I can't imagine what they look like.
