Default Understanding a C180

Hi All,
Just inherited my dads 1995 C180 and I don't understand it!. Is it normal for the engine to start cutting out if I rev it in neutral at around 4000rpm ? It feels like a rev limiter comes on.
It doesn't do it when its in gear, although its really sluggish. The idle could be better as well.
I normally drive a Lotus elise so this is quite a culture shock...but in memory of dad, I'd like to get it back to running properly!
I've heard it could be plugs...wiring or the Mass air flow sensor ???

am not sure about your model (i need vin to know it).

the rpm speed limiter was available late 90's, but still need to find out about your engine version.

if sluggish, then air mass sensor is one possibilty.

check that the exhaust is not restricted also.

it is normal to cut out around 4000rpm if not moving, myne does it at nearer 4500rpm.
those cars are quite slugish to be completely honest,
small engine big car.
i even think my car is slugish and i got a full litre more, and a manual box
