1998 C280 heater/evaporator fan does not shut off

I have a 1998 C280 and the heater/evaporator fan does not shut off even when the ignition key is removed. The fan still blows at a low speed even when the climate control module is removed and unplugged. This completely drains the battery.
I replaced the fan motor control which is located in the center of the blower compartment in an attempt to fix the problem. This did not help.
For now I have unplugged the fan motor and the battery does not go dead , but there may still be a slight drain on the battery.
Any ideas? Thank you

You need a new blower regulator, but make sure you didn't get water in the blower. You could have other issues other than the fan. The water drains below the wipers clog easily on that car.
