It sounds like for the first service "between 1k and 3k miles" they bring you in, look at the car and in theory rotate the tires.

I doubt that we rotate tires on the C230 Sport since front to back on the same side are different sizes and I assume these Michelins might be directional which means no side to side rotation, right?

So it sounds like this service is a waste of time unless you have something you want them to look at, right?

Do you have to go to the Dealer you bought the car from or will any dealer honor the first free service?

The first service is to check and make sure that nothing abnormal has happened in the suspension, engine, trans, etc. Check for leaks that type of stuff. It is a good idea to get that done. And yes any dealer should do it for free.
