Default 86 300e won't start flooded injector

Hi,
I'm having trouble diagnosing my 1986 300e manual transmission with 86,000 miles .After changing Fuel tank due to corrosion, new fuel pump, new fuel filter. New OVP relay ,new fuel pump relay ,cleaned and checked Idle control valve ,check all temperature sensor .This car runs perfect after couple of months just sitting in the garage now it won't start.I've check my spark and its Ok I've change to a new wires and spark plug still won't start. If I remove the fuel relay it will start a couple of seconds .I change to a new fuel injector set because I thought I'ts not holding pressure and not atomizing properly but still won't start,My new spark plug is flooded ,if I remove the fuel relay It will start a couple of seconds .So I think my fuel distributor is pumping to much gas in the cylinder .I'm starting to suspect in the electro hydraulic actuator or fuel distributor .I've disconnected electrical wire in the EHA but still flooding my injector.Any input would be a great help

I finally figured it out by myself after research and fuel pressure testing in upper and lower chamber of the fuel distributor .I've found out that my fuel governor doesn't function properly and few adjusment in the fuel distributor now the car starts fine.
