1990 190e 2.6 is Stalling after beltntensioner adjustment.

I'm Ace I am currently in Guanajuato Mexico. I own a 1990 Mercedes 190e 2.6L. On Friday I took my car to a garage to have the coollant and oil changed, and to have my cooling fans inspected because they are not working and the car has overheated a few times in 100 degree bumper to bumper traffic. I think the guy may have moved some hoses and the belt to get a good look at the wiring for the fans because when I started the car up to drive home it had developed a fan belt squeak. When I got home I loosened the tensioner maybe a quarter or half turn. This got rid of the squeak. I test drove the car around the block and the car staled at low speed like it was getting choaked. After starting it up and keeping the idle up I made it back home but it felt sketchy. It staled again once I got back in the driveway. Could this be related to adjusting the fan belt or could this be an unrelated issue that happened to surface while test driving?
I would like to add that I just replaced both fuel pumps and filter 4 months ago. All fuses in fuse box are good however I have been having moisture problems inside the fuse box. My vacune door locks have also been acting up since the rainy session started. Also, one week ago my fog lights were on even though the running light Switch was in the off position. It was raining when This happened so I disconnected the battery.
Does es anyone knowing how I can get the car running smoothly again?
