Default 1981 transmission problem

I have a 1981 mercedes 300D. I have the following transmission problem. The transmission does not want to shift properly. I have the correct vacuum presure of 15" going to 0" at 2000 rpm. The problem is that the trans sticks in first or passing gear. I have disconnected the electric down shift swirch and no change.
Any help would be helpful.
Thanks, Bill

Check all your vacuum connections. Check the little valves on top of the valve cover. Check your modulator valve. That transmission is a vacuum nightmare. Good luck.

I have replaced all 3 of the vacuuum switches on top the valve cover and the transmission modulator. I feel they are working properly.
I think my problem is in the adjustment rods someplace, but need more info on how to adjust them.
