Default still not starting... timing belt?

Hello. We have now done a valve adjustment... twice, replaced fuel filters, replaced air filter, checked fuel injectors, replaced and checked glow plugs, relay, fuse, selanoid, battery, terminals, filled the tank, changed oil with 15/40 synthetic diesel, bled air out of the fuel line... the car will still not start. It sounds so close, but it just will not catch. I have read and am thinking of checking the timing belt... yeah... pull that cover off again! Does anyone have any experience with this? Maybe we should replace the chain since the car has 250k miles? I am just nervous since I just don't know that we are that good. Does anyone know how much it may run to have someone do the timing chain?
