1983 300SD Transmission trouble?

Default 1983 300SD Transmission trouble?
My Automatic transmission will not shift into Overdrive? It will shift into 4th gear but , I'm running over 3,000 RPM's at 70 MPH. Is this normal? Also, what service Manual should I buy? . Any help is appreciated!
