Aligning Headlights

I own a 2001 SLK320. The headlights don't seem to be aligned properly and was wondering if anyone knows how to properly align them. There seem to be 2 plastic HEX screws behind the headlights that say "UP" and "<--" , but I tried to turn them and they don't move the headlight in any direction. Is there a trick to it? Is there a special MB tool that I need?

Any help would be great!

no trick. just keep on turning because the movement is too small to see.
