fan noise inside vehicle

Default fan noise inside vehicle

My wife just said "It's only on occasion and appears to be a fan that runs after I turn the car off (on purpose); it's noisy on occasion when I start the car, so if it's going to happen it happens on start up, never starts after the car has been running a while. Yesterday it was noisy from the time I started the car until AFTER I turned the car off at the hair salon. It kept going. Couldn't hear it from outside the car though. Just inside.

I'm confused by the "only hear it inside comment"

Any help would be greatly appreciated

there is a small fan that is in the fuse box under the hood on the drivers side that can make noise and does run after the engine has shut off
