Default Sterring Wheel Vibration at 60-70mph

On my 2002 E320 the sterring wheel is starting to shack at around 60ish to 70ish mph. I have noticed that the rotors are starting to go. Could the rotors be a cause of the vibrations?

although more likely at a set speed balancing
