Default 1994 e420 check engine light code (026)

Hello the dealer says that there is no power to the 1st gear relay which is used for upshift delay. We checked complete system and found that the Base module is not sending out voltage to relay. So what I did next was bypass relay and supply voltage to solenoid for 1st gear on transmission. It still would not go into 1st gear. This can be caused by a faulty part in transmission or solenoid itself. I recommend we replace the solenoid on transmission and base module then recheck. If solenoid does not fix it I can credit $133.00 towards transmission valvebody. Estimate is attached but total for repair 2 which is what we want to do is 1975.00 (price on sheet is incorrect for repair 2) with smog including diag time. Does this sound right? so far with this code (026) I have replaced the vacuum diaphragm in throttle value cable. Please help!
