W208 Diagnostic Connector

My CLK 200 Year 2000 has a 38 pin diagnostic connector.
I have recently purchased a carsoft system to read the codes.
I have found, however, that there is no voltage on pin 3.
Is there a fuse or other circuit device that can cause this problem.

fuse #1 located near 38 pin port.
