Help! Clicking sound from new wheels

I did find out that I have to cut the bolt down a 1/4 inch...but now i cant find anyone to do it....Any Suggestions??

I think the easiest thing and cheapest would be to go to any tire repair shop. Not the places that sell rims, wheels... just a simply place that repairs flat tires. All they really need to have on hand is a regular shop grinder. Job takes about 15min. Try even a gas station with a repair shop. They usually have grinders there. Body shops will as well.
