A170 CDi 2001 - Heavy steering

Steering is very heavy, when turning left and right. Problem is not constant though - sometimes it is fine. Also there is some play in the steering wheel. Have had suggestions of pump, rack and column but no one is definite. Is this the same problem or two?:confused:
Any help would be appreciated. Thanks.
