windshield wipers stuck in up position

after a heavy rain my wipers stopped in up position, both wipers work fine but when turned off will not stop in correct position down help

new Motor needed.

thanks for responding , do i need a new motor even if the wipers are still working fine, just when they are stopped they point up?
