Car Turns on but won't start

1995 280C, no previous problems.
Went out to start my car last night and when I turned the ignition, all lights, wipers, radio came on but the car would barely turn over...On second try, it won't turn over at all. Is it just time to change the battery or could there be another issue?
the clock was wrong, the wipers turned on by themselves....is this a signal?
thanks for the help

Most likely a battery. Lots of places will check it and your charging system for no charge.
That way you rule out cables, alternator, etc. and don't play the parts replacement game at your expense. ;)

You say it turns on, but won't start? But does that mean that it will crank but won't start, or, all the lights come on, but you don't hear anything? Which is it?

If it will crank but won't start, can you hear the fuel pump activate when you turn the key on?

Next time this happens, look at the mirror. If the lock/unlock lights are flashing, its an alarm problem. Mine does it rarely too. You can research a fix on the forums.

The main thing, is since the lights are on, and stuff, do all the lights and radio go dim, and I don't mean like just a little, I mean very dim. If so, battery on the death bed. As mentioned before, don't play the expensive part replacement game. But also considering the fact that the clock also seem to be running slow in conjuction with describe, I have a feeling it's the battery. But if you can, you can take the battery to be recharged, usually for free at most part stores. And that can rule out somethings without breaking the pockets.
