2008 c300 won't start... please help

2008 c300 won't start... please help
Ok.... so, from the beginning.... the last time the car ran, the front driver side wheel fell off while driving and tore the fender up. The car was turned off and has never started back up. It was giving all kinds of messages about the eis, cruise control, and some others all being inoperable. The tire is back on, the fender is fixed, the eis has been replaced with an emulator, the starter relay, the ground cable and the battery have all been replaced. Now the car is only saying to remove the key as soon as you put it into the ignition and will not do anything when you turn the key. The car tries to turn on when you jump the starter relay, but will not turn over. Also, the car will not allow you to put the car in neutral when you apply the brake unless you use the button under the shifter. Please help.
