Have you checked the wiring that goes to the wiper motor? Sounds like there may be a wiring issue causing the fuse to blow.

Default wiper motor pigtail

1998 mercedes ML320. My fuse to my wiper was literally melted into the fuse block holder and of course my wipers stopped moving. I cleaned that all up and was able to seat another fuse but took the wiper assembly apart and found the entire part of the motor where the copper fingers are was melted as well. The electrical pigtail was sort of melted into the connector as well but I managed to get it out finally. I just can't seem to find a replacement pigtail. Ive ordered everything else but can't find the pigtail. Anyone have any suggestions?? Thanks

Sounds to me like the motor itself is fried and put a very large load on the circuit until it finally burned the fuse.

Check with your dealer to see if it is still available. If not, salvage yard.
