I just read about this today. There is a bill in the US Congress by Representative Joe Barton to direct the Federal Trade Commission to draw up rules giving independent reapir shops and owners themselves, access to the same information as franchised dealers. This bill means that manufacturers will have to make all diagnostic fault codes available to the general public.
