Hey, I have a 1997 S500, the antenna worked for the first year that I had it, however, now it does not come up or down, but stays fully inside the car. When I turn on the radio, it makes a sound as if it is trying to rise, and when i turn it off, as if it is trying to recline, which contines for a good 15 seconds. Does anyone know what it could be? or maybe how to fix something like this? (I dont know too much about the antenna setup or anything)

It sounds like the plastic feeder cable/spline has either slipped off or broken. You can use the search tool up in the header and search for 'antenna repair'; there's been tons written about this
