Probably a couple of things. The mechanism at the rear wheel is probably frozen up from rust. As a result, the cable came off the adjusting mechanism under the rear seat.
I had the same problem on my 97 202. Had to disassemble the parking brakes on both sides, and spray PB Blaster, along with two channel locks, a drift, and hammer to get all the pivots to pivot again, then used a file to remove all the rust on the pad spreader parts, sanded with sand paper, and coated with white grease, along with the adjusters.
Then, under the rear seat, studied the mechanism, and reset it. Pretty ingenious design work there MB engineers. Got it all hooked back up, reassembled the parking brakes, adjusted through the wheel bolt hole and then told my wife she needs to use the parking brake every time she parks, or I'm cutting her off. Well, not really, but it was a good 2-3hour job to get everything freed up and working as it should.
