Default chip/programmer

am new to this but hopefully can get and give good info. my question is, is there any chip or program to cut into a 91 300d. i put a bigger turbo and found an intercooler off an audi.its only pushing around 10 psi,egt on stock setup peaked at 1500deg f, after upgrades it won't go past 1300 wot.it was probably high due to plugged exhaust or worn out turbo.also i am wondering about the mass air flow valve on filter housing.i integrated the valve in the slightly modified intake but am getting vacuum on turbo intake side.i removed air filter to verify the restriction is not due to filter.is there a way to remove the valve without hurting anything?

i thought the air flow valve was constantly adjusting the boost and egr functions through the electronic diesel system in turn adjusting the boost and egr.also egr is removed(not blocked)pyro in place on manifold,what is egt supposed to be on stock 91?

actually i have a 7.5 psi dual port actuator sitting,not sure if it can be used w/o boost controller,right now i have the oem act holding w.g closed.
