Locked Wheels on 1993 300CE

I just changed the wheels on my 1993 300CE to 18". Once the wheels were changed I started the vehicle and the wheels are locked. I do not know the problem. Could someone please tell me why this has occurred?

From:

the wheel mite be touching the caliber....the off set can be wrong...jack up and jack stand and look from underside with a light.
