Default Turbo trouble - help with repair?

I have a '86 300 SDL (3.0 liter turbo diesel 6 cylinder) with 220,000 miles. The turbo went last week, and I've found a gentleman in Florida that rebuilds them (Evergreen Turbo)..... saving me hundreds of $. While I was taking the turbo out of the car, I found several problems that may have contributed to it's demise. Oil flow was severely restricted due to build-up of oil.
The attached picture shows an "E" clip that I found in the oil return line going from the turbo back into the engine. Does anyone have a clue as to where this clip may have come from? Evergreen Turbo recalls that he has seen this before, but it's been a long time, and he can't recall what the source of this clip is.
Any help would be greatly appreciated.

Howdy... my turbo is not working as it should. I have to use caution off the line-it is THAT slow. Once hitting 25-30mph, the car seems to operate ok and I don't have any trouble keeping up with the traffic. I've seen used turbos on line for close to USD250-500 but am hoping it's a cheaper fix than that. Thanks for the info re the oil build up. Is it a BIG deal to disconnect the turbo altogether? Mine is a n '82 with a 5-cyl with 275+ on the 300TD engine and, as the third owner, I suspect it's never been replaced. //thnx/john
