2000 S500 electronic fuse location

No electric power
Key W/N turn, no headlights, no horn, no hazard flashers. The only things that work are: Trunk opens from drivers door, trunk lights work, windows shut with mechanical key. Tried new battery and had jumpers connected. No help. All fuses at rear seat read 12.8V and a few fuses under hood read 12.8V. It appears I'm losing voltage somewhere or there is some kind of lockout (which I doubt). I drove the car and laid it up all winter. Any hints? Thanks, William

William. I'm a little concerned that you are just going to the fuses for a voltage reading. This can lead to some erroneous conclusions.

I'm not sure what this is either. I would think that it is part of a substantial relay that is not being actuated for some reason. The conditions for that actuation may be determined by software, and therefore kind of a fuse action that uses electronic control.
The fact that lights and hazards are not working, indicates that it's not just the requirement for the key to be turned.
