Default Is it an ABS problem ?

2001 ML 270 Cdi.
Irregular braking/shuddering for only seconds at any speed. Sometime 3 times a day then nothing for 2-3 days. It started after replacing a flat rear tyre with the mini tyre - suggestions that the unbalanced tyres caused it, so I replaced the front to the back and put new tyres on the front. Problems still occurred.
Tests with Star computer indicated brake controller failure, and since then all the tyres, the Stop lamp switch, Lateral and Yaw sensor and the ($$$$) ESP control unit have been replaced.
Still having the problem ... possibly a bit less severe. Now the mechanic has found a high tension cable eaten bare by mice!!!!! The bared cable (near the battery) can sway and touch a chassis part. Also the battery was slightly down on Volts. Sealed the bare wires and replaced the battery (with a new one). The brake shuddering continues !!!!!
Has anyone else experienced this ?
