83 300D Tach read at 70 mph

83 300D Tach read at 70 mph

What should the tach be reading? Right now it shows idle around 600 and 3000 at 70 mph. Is this right? how would you adjust idle.All the rods are confusing.I have all 3 of the dealer repair manuals and they are confusing.
